w3m-download fail?

次のような質問がきてました。

| Download from ftp sites.  Exits with code 0.
| But cannot retrieve the file.
|   ftp://ftp.dante.de/tex-archive/fonts/utilities/a2ac.tar.gz
| I use w3m-download-this-url and it does prompt to
| where to save and then fails.  However, if I click
| mosuse-2 on the link it seems to use ange-ftp (is
| that what it does?)  saying listing but never
| returns.  Using w3m with command 'a'  just
| downloads it.

やってみると
 Cannot retrieve URL: ftp://ftp.dante.de/tex-archive/fonts/utilities/a2ac.tar.gz (exit status: 0)
となって確かに再現するのですが、これはなぜでしょうか?
