Please let me know what subdirectory names are suitable for the
default value?

$(prefix)/icons
$(prefix)/w3m/icons
$(prefix)/etc/w3m/icons
$(prefix)/share/emacs/etc/w3m/icons
$(prefix)/share/emacs/21.3/etc/w3m/icons

$(prefix)/lib/xemacs/etc/w3m
$(prefix)/lib/xemacs-21.5-b5/etc/w3m

Anyway, I will not change the behavior of configure for the
backward compatibility under the condition that --prefix= option
is not specified.
