`file-coding' will probably be always on in the next major release of
XEmacs (even though it annoys some developers who rarely touch DOS or
i18n stuff, the extra code is so minimal that there's no point leaving
it out.)
(But `(featurep 'file-coding)' will still return t, even if the feature
is always there...)
