serious form submission bug: !CURRENT_URL!

place some search term into the search box and hit the submit
button. emacs-w3m will flunk out, the URL it submits is:
http://lists.em.ca/!CURRENT_URL!?submit=Search+vmailmgr&terms=frontmail&list=vmailmgr&command=search
which fails miserably. i checked with w3m and elinks: both don't
have this problem. how does this string `!CURRENT_URL!' come into
the submitted item? i have seen this on several occasions and always
thought this to be a problem with the forms, but it's clearly an
emacs-w3m problem.
