The detect-coding-with-priority function is provided by the
mule-base XEmacs package, which is included at least in:
ftp://ftp.xemacs.org/packages/xemacs-mule-sumo-2005-07-15.tar.bz2
You might need to upgrade both the XEmacs packages and the
XEmacs Mule packages. Please note that the APEL XEmacs package
is not suitable to the use with emacs-w3m; see the README file.
