Can't access FLIM nor APEL URLs

I downloaded the CVS version o emacs-w3m yesterday. I am unable to
access the m17n.org APEL and FLIM URLs mentioned in emacs-w3m/README (shown
below)>

e.g. I get this on the first link:

ERROR
The requested URL could not be retrieved
An FTP authentication failure occurred while trying to retrieve the URL: ftp://ftp.m17n.org/pub/mule/apel/
Squid sent the following FTP command:
PASS <yourpassword>
and then received this reply
Login incorrect.

       It can be downloaded from ftp://ftp.m17n.org/pub/mule/apel/.

   [2] FLIM
       It can be downloaded from ftp://ftp.m17n.org/pub/mule/flim/.
       Before installing it, it is necessary to install APEL.
