<th> vs. <td> rendering

It seems w3m, and thus emacs-w3m renders <th> the same as <td>. It seems
<th> should be rendered bold --- but one shouldn't need to hack
.emacs-w3m or emacs-w3m itself to do that... so the finger is pointing
to w3m.
