page flies back to the top after each Download

At the bottom of
http://www.mofnpb.gov.tw/Web/Edict.php?page=TablesDetail&TRE_ID=93
there are several .doc files one can download.

But after I download each one, the page files back up to the top, and I
have to scroll all the way back down to download the next.
