Bug: TAB and S-TAB are not opposites

TAB and shift-TAB are not opposites. On Google, if you are
on the Search button, there is a new command bound to the
latter.
This violates my expectation that I can get back to where I
was by doing the other. Is there a way to fix this?
Thanks.

Q: How many CDC "scientists" does it take to change a lightbulb?
A: "You only think it's dark." [CDC has denied a deadly disease for 25 years]
