If /var/lib/emacsen-common/state/package/installed/emacsen-common
exists, the files should be re-compiled.
If /var/lib/emacsen-common/state/package/installed/emacsen-common
is not found, the bug is in the Debian emacsen-common package or so.
Probably, the following command may help you.
# apt-get --reinstall install emacsen-common
