Bad link (404) in info manual

The introductory remarks of the info manual begin by referencing a dead
link[1]. I don't have a proposed patch because I don't know if there
exists an alternate link, and also because were I to start editing, the
page would look totally different. In any case, a dead link is an actual
bug ...
