Why don't you use the original Makefile that emacs-w3m officially
bundles? We don't support any other build tools even if it is
that of one of major Linux distributions including Debian, sorry.
To use the official one, download the latest emacs-w3m from the
cvs site and see the README file.

I don't know why those file names appear while compiling emacs-w3m
at all.
