たしかに、日本語の info も出来てくれた方が良いですよね。

ありがとうございます。しかし、
直していただいた "$Revision: 1.769 $" ですが私の環境だと

こうなります。@documentlanguage だけではなく @documentencoding
も駄目みたいなので、結局 emacs-w3m-ja.texi の該当部分を

@c @documentlanguage ja
@c @documentencoding iso-2022-jp

としないと通りません。texinfmt.el が違うんでしょうかね。
私の emacs-21.2 は、標準の位置にある texinfmt.el を load しているよう
です(入れ換えた形跡はありません)。
