Cannot find URL: in file://localhost/ URLs

Greetings all,

I've noticed some strange behavior in emacs-w3m, and I wonder
if you can help me with it.  Suppose that I have a file called
/tmp/foo.html

In emacs-w3m, I do M-x w3m-browse-url with the URL

   file://localhost/tmp/foo.html

I get an error

   Cannot retrieve URL: file://localhost/tmp/foo.html

But if I go to a Unix command line and do

   w3m file://localhost/tmp/foo.html

Then I can view the file properly.  Do you know what could
be happening?  I am using Emacs version

   GNU Emacs 21.3.50.1 (powerpc-apple-darwin6.6) of 2003-09-07
    on Heraclitus.local

and w3m version 0.4.1 on Mac OS X version 10.2.6.
