Thank you. I was successful in downloading copies of FLIM and APEL,
though one of the jpl URLs didn't work.

Could the mirror sites be mentioned on http://emacs-w3m.namazu.org/?

This site doesn't work
ftp://ftp.jpl.org/pub/elisp/apel/apel-10.6.tar.gz gives
ERROR
The requested URL could not be retrieved

The following URL could not be retrieved: ftp://ftp.jpl.org/pub/elisp/apel/apel-10.6.tar.gz
Squid sent the following FTP command:
    RETR apel-10.6.tar.gz
and then received this reply
    allowed.

This might be caused by an FTP URL with an absolute path (which does
not comply with RFC 1738). If this is the cause, then the file can be
found at ftp://ftp.jpl.org/%2f/pub/elisp/apel/apel-10.6.tar.gz.
