how will emacs-w3m deal with HTML 5 <table>s with no border="1"?

In https://bugzilla.wikimedia.org/show_bug.cgi?id=18829#c19 we
learn <table border="1"> is not valid HTML 5. So how will
emacs-w3m deal with the situation? 1. Start reading CSS? (Yuck!)
or, 2. Use a new internal default border="1", instead of current
border="0", as the average table is more readable that way, if you
aren't using the information (CSS) to know the author's intention.
