Debian package version: Is it time for a new release?

The packages available in debian haven't been updated recently, and
users would benefit from some of the changes of the past year+. To my
mind, the most important change that comes to mind from a user
perspective is that emacs-w3m now defaults to https, but browsing
through the changelog should give a complete list.
