Well, I downloaded and installed the rc5 release and the problem I had seems to be fixed
in this release no (it works whithout applying your patch) the urls are encoded?

In fact it doesn't work for the chinese pages (http://www.emacswiki.org/cgi-bin/emacs-zh.pl)
The urls are encoded and in  the url bar I see 

*  http://www.emacswiki.org/cgi-bin/emacs-zh.pl/%EF%BF%BD%EF%BF%BD%EF%BF%BD%EF%BF%BD%EF%BF%BD    

while in mozilla I see:

* http://www.emacswiki.org/cgi-bin/emacs-zh.pl/%E5%88%86%E9%A1%9E%EF%BC%8E%E6%96%87%E4%BB%B6


(Note that i don't read chinese pages, I was just testing...)
