configure が変わっていたんですね。
1.151 の configure に土屋さんのご意向を反映するパッチ、

を当ててコンパイルを実行しますと、問題の無い w3m.exe を得ることが出来ました。
因に、このコンパイルでは、#07633、#07634 のパッチを外して実行しました。
