I think it's perfectly OK to warn about submitting a form to a non-ssl
server when you're on an ssl page (which is a very rare occurrence and
most likely a bug on the page in question).  It's superfluous to make
such a warning when following ordinary links (having links to non-ssl
pages from ssl pages is very common and is quite ok).
