Re: merge w3m-e21.el, w3m-e23.el and w3m-fsf.el into w3m-ems.el

I've merged w3m-e21.el, w3m-e23.el and w3m-fsf.el into w3m-ems.el
in the CVS trunk. Now the modules specific to Emacsen are only
w3m-ems.el and w3m-xmas.el.
In w3m-ems.el I used w3m-static-* switches to change the byte
codes according to whether the Emacs version is 22 and earlier or
not. I think it is reasonable since the byte codes between those
versions of Emacsen are incompatible. It suggests you cannot use
*.elc files compiled by Emacs 23 for Emacs 22. Similarly I don't
recommend you use *.elc files compiled by Emacs 22 for Emacs 23
(some might be able to use, but some are not).
I have the habit of installing emacs-w3m, gnus, etc. for Emacs
VERSION in the /usr/local/share/emacs/VERSION/site-lisp/
directories.
